Remote or distance education in modern times are nothing new. Official methods of distance learning technologies have been adopted in Russia, May 6, 2005. Nevertheless, the Russians have begun to use these technologies as early as the 1990s, despite the fact that the Internet has not been sufficiently developed in the country. In those years, Russia has a very small percentage of people were Internet users.

In 2011-2012, this form of training will be available to children in poor health in the Omsk region of Russia. Leonid Polezhayev, the governor of the region, noted that many children, thus, will have access to educational resources, regardless of their place of residence and health status. The project is currently intended for those children who frequently miss school because of health problems. In the future, the project will develop, and in 2014 it will be accessible to children with disabilities.
Distance learning has already been introduced in remote regions of the Russian Federation, as Kamchatka, Yakutia Yamal. In Kamchatka, the project began to develop in 2008. It also launched a project on the Yamal Peninsula, focused on children with disabilities. Last year, 31 children from the November Urengoy and participated in the process of distance learning. Families in which there are such children are provided with computer and other necessary equipment. In total, the center helps 235 disabled children from 22 municipal districts of Yakutia.
